Unsurance

Unsurance is like insurance. Except you are unsure of what you are paying for.

Observation of unsurance after the Cascade Fire in Yuba County. Caravans of wide load delivery of manufactured homes. Rapid payment of insurance claims.

What I expect from an insurance company is a review of existing rules, zoning and inspections.

If the insurance company agrees, the places will be rebuilt in a safer manner. If the insruance company requires things to change before rebuiilding, there will be no coverage until those things are brought up to snuff.

Alternate action? For Rent by Owner, Air B and B, existing unsold empty houses. Gold Village, Plumas Lakes. Places for FEMA housing of people who were burned out.

Another thought is how much consideration did the people have about moving back to the same conditions? Maybe they are older and would agree to a buy out and resettlement in an Eskatron or similar? In the long run, it may be cheaper for "government" to pay them to move.
